Island-Wide Mobility Plan

draft Island-Wide Mobility Plan

Project Update: March 2026

  • The draft Island-Wide Mobility Plan is being reviewed as part of the Comprehensive Plan update.
  • The Comprehensive Plan is still under review by the Planning Commission and has not yet been adopted.
    • The IWMP and Transportation Element will be discussed next at the March 26th Planning Commission Meeting.

What is the IWMP?

The Island-Wide Mobility Plan combines and updates the information in the 2017 Island-Wide Transportation Plan (IWTP) and the 2022 Sustainable Transportation Plan (STP) and will serve as the reference document to the Transportation Element of the Comprehensive Plan. The merging of the IWTP and STP is intended to simplify transportation planning efforts and improve transparency.

Greenhouse Gas Emissions

The 2022 transportation specific emissions report estimated that between 2018 and 2021 GHG emissions from on-road vehicles increased by about 10%. This increase in GHG emissions is largely due to a correlated increase in vehicle miles traveled (VMT).

These statistics provide justification for pursuing a robust set of sustainable transportation projects, programs, and policies aimed at encouraging Bainbridge Island residents and visitors to make more sustainable transportation choices.
