Sustainable Transportation Planning
The sustainable transportation program at the City seeks to advance the Climate Action Plan goals and greenhouse gas reduction targets by building out sustainable modes that are safe, accessible, and connected.
Island Vision for Sustainable Transportation
Bainbridge Island envisions a walking and rolling network that supports people of all ages and abilities with safe, comfortable connections between our neighborhood centers and important Island destinations.
Background
In 2019, the City Council expressed support in providing a transportation system (streets, transit, trails, etc.) that improves mobility and safety for all users while respecting the character of neighborhoods and maintaining a climate resilient environment.
The initiative, which became known as the Sustainable Transportation Plan, establishes the long-range vision for how people travel on the island. In addition, the Council determined that this project should result in a transportation system that supports the City’s Climate Action Plan goal to reduce carbon emissions on Bainbridge Island by 90% by 2045.
In 2016, The City updated the Island-wide Transportation Plan, prior to that the last update was in 2004. The goal was to update the Plan to support the City's Comprehensive Plan. Traffic data and a new traffic models were developed for the Transportation Impact Fee Study and this information was used in updating the Island-wide Transportation Plan.
Timeline
March 22, 2022 - At a Council Regular Business Meeting, the City Council adopted the Sustainable Transportation Plan and identified Scenario 2, “Connecting Centers” as the preferred implementation plan.
February 15, 2022 - At a Council Study Session, the City Council received a presentation on the Sustainable Transportation Plan from City staff and consultants. The presentation summarized the two-year plan development process and recommends three scenarios for implementation. Watch the Feb. 15 discussion.
February 2017 - City Council approved Resolution No. 2017-02 adopting the Island-wide Transportation Plan.

Goals identified by Council include:
- Present a unifying vision for the future of transportation on Bainbridge Island;
- Create a holistic, inclusive definition of sustainable mobility with suite of solutions;
- Integrate the island’s transportation and land use visions;
- Complete missing links and make first/last mile connections;
- Build a toolbox of facility types and solutions tailored to people of all ages and abilities and the island’s unique contexts; and
- Demonstrate transparent decision-making based on community values, with a clear link to implementation planning, investments, and subsequent funding requests.
